I tend to think this really uses a laser. Very low power though. Amazing from a technology perspective. The laser site makes it surprisingly accurate -- I guess site calibration counts for an educational value.
Bullets in the eye at close range will hurt. The suction bullets sting less than the whistlers (probably due to worse aerodynamics).
To work the bullet must fit snugly. With use they wear. Buy a lot of bullets. I find moistening with a sterile fluid (yeah, right) and a gentle/firm screwing motion helps the bullet occlude the chamber and maintain velocity.
We bought one for each child and one for Dad.
