When I was a child we had "sparking wheels" like these - but they were metal and pretty sturdy. I remember the gears were pretty rough sometimes got binded up so it wouldn't spin.
This toy uses the same concept but it's a cheap plastic instead. The gears that should set the wheel in motion are weak, loose and you have to adjust the wheel or give it a push to it it started spinning.
So yes, you get what you pay for with this little toy. You're not paying much. :)
