OK, I think this set is only useful if adding to an existing complete LEGO Duplo train set, such as the LEGO Duplo Legoville Deluxe Train Set (5609).
This set adds complex play options -- and educational play -- when your child has a concept of how real train tracks are built or maintained. We have the educational video Mighty Machines: Making Tracks DVD that has extensive scenes showing the actual railroad track repair equipment working. This has been very interesting to our pre-school son.
I guess this set can be fun even if the child has no sense what it represents.
But... the dumping hopper car can be hard to keep level when loaded, and the backhoe device is a bit awkward to use in real play. It looks great, but just doesn't get play as much as the flat car that it rides on. And everything LEGO Duplo comes apart to be reconfigured so it gets a lot of play as an alternate locomotive and as a flat car. The parts are what make this set useful. (you either get that already, or I may not be able to help you much in this review)
If I could only buy one or two items as Duplo train accessories, I'd probably select the LEGO Duplo 2734 straight track and LEGO Duplo 3775 switches before selecting this set.
I selected these train toys for our son because LEGO Duplo toys are all interchangeable with everything else LEGO Duplo. The quality of design, the materials and manufacturing is top shelf -- the best available. The resins in the parts and dyes used for molding yield outstandingly high quality parts that are a pleasure to play with. The colors are consistent and the paints (when they are there) are excellent. Pieces are typically made in Europe to higher standards than required for the USA. I trust the safety of the materials and design to the LEGO Group over any competing corporation.
