These rings are intended for use as decor for cupcakes and that would be where I would recommend use. Because at the age most kids are in love with Elmo, these rings are way too big for them to use as rings. They fall off and then they lose interest quickly. Would be cute as a decoration if attached to a present with some ribbon too. Seem to be too big to be a swallowing hazard, but I wouldn't chance it = always supervise toddler play with this item. As decor for cupcakes or gifts, I'd give it a high approval rating. As a toy, I'd say don't buy it.
